A leader in the education of troubled children identifies unfinished business to be addressed in the new millennium: (a) emotional and behavior disorders must be recognized as a disability; (b) reactive thinking and policies must be replaced with effective prevention; (c) multicultural education must be enhanced by efforts to identify and embrace what we have in common; and (d) best practices must be based on scientific knowledge and shared common knowledge and values. The author proposes organizing professional practice around the Circle of Courage principles of belonging, mastery, independence, and generosity.
