The myth that existing program norms and practices are relevant and correct is often at the root of the failure to prevent delinquency. When goals and procedures are imposed by educators or care providers with minimal input from targeted youth about their needs, these interventions are likely to be resisted. Adults then escalate the relationship by using punitive strategies, and in the ensuing hostility cycle, at-risk youth move into delinquency. The authors identify important components of successful programs grounded in positive values and responsible behavior.
